City officials and residents have been critical of the cost of flights between Dubrovnik and Zagreb compared to budget airline competitor Ryanair. Ryanair charges under €20 for flights from Dubrovnik to Vienna, while a flight to Zagreb with Croatia Airlines typically costs over €100[3].
