Germany's DAS 2024: Comprehensive Citizen & Expert Input Shapes Climate Strategy

The German government has been actively engaging citizens and experts in developing its German Adaptation Strategy to Climate Change 2024 (DAS 2024). The process, which began with regional dialogues and ended with a nationwide online participation, has gathered a wealth of feedback to inform the strategy.

The journey towards DAS 2024 started with regional dialogues held in five diverse regions, chosen based on the 2021 Climate Impact and Risk Analysis. These events provided a platform to discuss climate adaptation solutions and challenges. Additionally, a nationwide online participation and an online youth participation, titled 'YourDialog ClimateAdaptation', allowed for broader input.

Experts from various sectors played a crucial role in the strategy development. They were involved in thematic clusters, contributing their expertise to shape the draft strategy. Federal states and associations also provided written feedback through a formal consultation procedure. The German Environment Agency published recommendations from the ClimateAdaptation dialogue in September 2024, further enriching the process.

The results from these extensive consultations were compiled and evaluated. The team from the University of Oldenburg was instrumental in this review and evaluation process, using questionnaires, participant observations, and qualitative interviews to assess communication, consulting, and cooperation formats.

The German Adaptation Strategy to Climate Change 2024 is set to benefit from this comprehensive and inclusive process. It will consider necessary climate adaptation measures and contributions from various actor groups, ensuring a climate-adapted Germany that maintains a high quality of life for its citizens.
