Refueling Proposal Outlined

The German Transport Minister, Winfried Hermann, has launched a new initiative called The New Flying Alliance on September 15, 2025. This alliance aims to increase the use of sustainable aviation news (SAF) on a voluntary basis, going beyond the binding EU quotas. The Alliance seeks to promote the use of SAF, raise public awareness of its importance, and advocate for better framework conditions at national and European levels. It calls for clear, standardized processes for accounting and certification of SAF, their physical availability in Baden-Württemberg, and a transparent book-and-claim system for allocating emission savings through booking and claiming. The reFuels Action Plan identifies eight key levers for industrial production transition, including practical transition rules for green power criteria, utilization of unavoidable industrial CO2 emissions, simplified rules for joint processing of power-based, biogenic, and fossil raw materials, realistic import rules for Power-to-Liquid fuels, a clear roadmap to climate neutrality by 2050, regulatory grandfathering for initial Power-to-Liquid facilities, reduction of financial risks through offtake agreements and funding instruments, and a European Book-&-Claim system and functional verification chain for Sustainable Aviation News. The 'Alliance New Flying' is part of the implementation of the Roadmap reFuels in aviation and the Ministry of Transport's THE aerospace LÄND air and space strategy. The initiative aims to avoid emissions by directly implementing climate-friendly kerosene.
