Restated plan for reFuels unveiled

In a significant move towards a greener future, the New Flying Alliance was launched on 15 September 2025. This initiative, spearheaded by Transport Minister Winfried Hermann, brings together partners from the aviation industry, research, associations, and companies, with the shared goal of promoting the use of Sustainable Aviation Fuels (SAF).

The New Flying Alliance aims to increase the use of SAF on a voluntary basis, going beyond the binding EU quotas. The focus is on business flights and, later, private travelers. The alliance calls for clear, standardized processes for accounting and certification of SAF, their physical availability in Baden-Württemberg, and a transparent book-and-claim system for allocating emission savings through booking and claiming.

The alliance complements the Action Plan reFuels, which addresses the regulatory foundations for a functional reFuels market. The Action Plan identifies eight key levers to facilitate the transition to industrial production, including a European Book-&-Claim system for SAF.

The New Flying Alliance is supported by several notable organizations, including Bodensee-Schiffsbetriebe GmbH, DHL Group, and the Karlsruher Institut für Technologie (KIT), among others. The main companies and institutions officially supporting the Action Plan reFuels include these organizations, as well as eFuel Alliance e.V., en2x – Wirtschaftsverband Fuels und Energie e.V., Fraunhofer Institute for Solar Energy Systems ISE, HIF EMEA GmbH, Industrieverband Steine und Erden Baden-Württemberg e.V., Liebherr-Werk Ehingen GmbH, MAHLE International GmbH, Mineral Oil Refinery Oberrhein GmbH & Co. KG, Phönix Automotive Services GmbH, ANDREAS STIHL AG & Co. KG, Stuttgart Airport GmbH, Unternehmer Baden-Württemberg e.V., VDMA e.V., Verband Baden-Württembergischer Omnibusunternehmen e.V., Verband des Württembergischen Verkehrsgewerbes e.V., and the Center for Solar Energy and Hydrogen Research Baden-Württemberg e.V.

The New Flying Alliance is part of the implementation of the Roadmap reFuels in aviation and the activities of the Ministry of Transport's THE aerospace LÄND strategy. The alliance seeks to promote the use of SAF, raise public awareness of its importance, and advocate for better framework conditions at the national and European levels. This first step towards climate-friendly flying underscores Baden-Württemberg's pioneering role in scaling sustainable aviation fuels.
